Governor Muhammad Bindow Umaru Jibrilla was born on the 16th of June, 1963 in Mubi, Adamawa state.
Jibrilla is the eldest son of Alhaji Umar Jibrilla, a businessman.

Bindow started his primary education at Mubi 1 Primary School in 1971 and completed it in 1978.
He then proceeded to Science Secondary School Hong in 1978 and later transferred to Government Secondary School, Mangu, in Plateau State in 1981 and completed his secondary education in 1983.
He travelled to Great Britain in 1984 for his tertiary education and obtained an Advanced Certificate in Business Studies from the City College of Higher Education London, in 1985 and capped it all with a Diploma in Business Studies from the same school.
